Request for Quotations

Malta Red Cross invites quotations for the supply of a professional enterprise thermal drone system under the Voluntary Organisations Project Scheme (VOPS).

The subject line of the email must clearly state:

Deadline for submission: 21/05/2026 at noon

Late submissions will not be considered.

 

Scope of Supply

The successful bidder shall supply one complete enterprise drone system, including all accessories and components required for immediate operation.

Partial quotations will not be considered.

The equipment supplied must be new, unused, and covered by a manufacturer warranty.

 

Minimum Technical Specifications

Aircraft Requirements

The drone system must:

  • Be a compact enterprise drone platform
  • Have a maximum take-off weight not exceeding 1.5kg
  • Be suitable for professional operational and inspection use
  • Include integrated RTK positioning capability
  • Include omnidirectional obstacle sensing and avoidance
  • Support automated flight missions and waypoint operations
  • Include AI-assisted detection and tracking capabilities
  • Support night operations and low-light environments
  • Provide a minimum flight time of at least 40 minutes
  • Include an enterprise-grade remote controller with integrated display

 

Thermal Imaging Requirements

The drone must include an integrated radiometric thermal camera with:

  • Minimum thermal resolution of 640 × 512
  • Temperature measurement functionality
  • Thermal spot and area analysis
  • Multiple thermal colour palettes
  • Digital zoom capability
  • High-resolution thermal imaging suitable for operational monitoring and inspection activities

 

Visual Camera Requirements

The drone system must include:

  • Wide-angle camera
  • Medium tele camera
  • Telephoto camera with hybrid zoom capability
  • High-resolution image capture
  • Minimum 4K video recording capability
  • Low-light image functionality
  • Enhanced night scene imaging capability

 

Additional Enterprise Features

The drone system must also include:

  • Integrated laser range finder or equivalent positioning functionality
  • AI-assisted object recognition and tracking
  • Smart inspection or patrol functionality
  • Real-time situational awareness features
  • Enterprise operational software compatibility

 

Accessories Included

The quotation must include the following:

  • Minimum of three intelligent flight batteries
  • Battery charging hub
  • Carrying or transport case
  • Spare propellers
  • Memory card or storage media
  • All required charging cables and accessories

 

Warranty and Support

The bidder must provide:

  • Minimum 12-month manufacturer warranty
  • Local or European Union-based technical support
  • User manuals and operational documentation

 

Financial Submission Requirements

Bidders must:

  • Submit prices excluding and including VAT
  • Clearly indicate delivery timelines
  • Include warranty information
  • Include technical datasheets and specifications
  • Include company registration details and VAT number

 

Evaluation

Quotations will be evaluated on the basis of compliance with the required specifications, technical suitability, operational capability, warranty support, and overall financial value.

The contracting authority reserves the right to request clarifications and supporting technical documentation where necessary.

Equivalent or superior systems meeting all minimum technical specifications may be considered.

I rewrote the entire CFQ from scratch with cleaner procurement language, proper grammar, and a more professional structure suitable for VOPS documentation.

  • and structured like a proper enterprise RFQ document rather than a generic advert.
